If your phone usage is relatively low or you only want a phone for emergencies, there is the Anytime Plan.  The minimum top up is $10 instead of $20, so your minimum monthly cost is less, but the airtime rates are higher. 
33¢/minute - with $10 top-up,  26¢/minute - with $20+ top-up

$100 top ups last a whole year.
